The Southern Mongolia Representative Assembly issues this statement to clarify the institutional mandate of the site and the public role of its communication.
SMRA is maintained as a formal institutional site for representative assembly, authorization, registry, procedures, revisions, and official public statements. Its purpose is to provide formal institutional structure and public procedural continuity.
The site does not function as a general portal, a cultural archive, a rights submission route, or a daily commentary platform. Its communication must therefore remain limited to its declared institutional scope.
Public communication issued through SMRA should be read according to institutional form and public status. Formal statements, registry-related entries, procedural notes, revision relations, and transparency notes should not be confused with one another.
The public language of SMRA must remain formal, restrained, precise, and non-rhetorical. Institutional communication depends on clarity, traceability, and continuity rather than emotional or undefined expression.
